Management Structure

The company has four directors, each assuming responsibilities as outlined below:

Directors:

Kas Lategan . . . Pr Eng BSc (Eng) MSAICE

kblategan@latbou.co.za

Kas was appointed to his first position at the Department of Water Affairs. Here he spent 8 years, first in the design of bulk water services and thereafter in the construction division, where he was involved in pump stations, canals, tunnels and dam construction.

After gaining 2 years of road construction experience as a site manager, he joined Sasolburg Municipality as a deputy town engineer.

Thereafter Kas spent time as design engineer in a consulting firm, designing educational buildings, township services and commercial buildings.

Exposure in heavy industrial civil engineering was initiated by spending 8 years at Sastech as manager of a design section responsible for design of a variety of coal handling systems, storm water systems, roads, warehouses and pipelines. Structural repairs to a number of petrochemical structures were carried out with engineering input from Kas.

Since 1995, he has been a director of LBE which he co-founded with Gerdus Bouwer. Here he has been involved with a number of major projects including upgrading of mine and industrial water dams, an 8 km 550mm diameter pipeline, a 70km pipeline to convey mine waste water and numerous pump stations and substations in the mining and industrial field.

Projects currently carried out under LBE contracts with Sasol Synthetic Fuels, Sastech and other Engineering Contractors are managed by Kas.

Errol Kerst . . . . Pr Eng MSc Eng (Civil) MSAICE

ekerst@latbou.co.za

At BKS, Errol was introduced to the profession as Junior Engineer where he gained experience in roads and earthworks, as well as road rehabilitation.

He then worked four years for Anglo American Corporation where his exposure included the Nababeep-Kleinzee 100km pipeline and the development of infrastructure services and access roads for Orapa diamond mine, Botswana. Errol was also involved in the development of services and internal roads for the shaft area and coal stockyard for New Denmark Colliery and Tutukani Village, Standerton.

At DVVM Consulting Engineers, Errol gained experience in the design and development of private sidings and township roads for various industrial and residential areas in the Vaal Triangle.

In 1986, he joined Jones and Wagener as senior engineer and associate. The design and development of several road and township projects, geotechnical investigations and pollution control for two new shafts at Twistdraai Colliery formed part of his duties.

In 1997, Errol joined LBE as director. Traffic studies and long-term road rehabilitation studies, as well as the design and development of new road infrastructure for Sasol Factories, Sasol Mining, Eskom and Public Works summarizes his technical exposure. Projects include the roads and services infrastructure for the Polypropylene Plant, Middelbult Mine, Syferfontein mine and personnel access shaft at Irenedale.

He recently led the LBE team responsible for the engineering work required in the rehabilitation, reconstruction and maintenance of several coal haul roads in Mpumalanga, financed by Eskom.

Current projects include pipelines and pump stations for Eskom’s Medupi and Kusile Power Stations.

Gerdus Bouwer . . . . Pr Eng M Eng MSAICE

gbouwer@latbou.co.za

After graduating, Gerdus spent 8 years at Sastech Civil Design. In this period he was exposed to and responsible for the design and management aspects of various industrial structures in the petro- chemical processing environment including a coke from coal plant, a 5km 900mm diameter steel pipeline and a major upgrading of Sasol’s air separation plants.

Since 1995 he has been a director of LBE. His initial duties included taking leadership of all projects being executed in the company. A number of major projects included rail loading facilities, a spiral reverse osmosis plant, infrastructure for an Alfa Olefins plant, Sulphur handling plants, a new Air Separation plant and a Polypropylene plant.

During 2007, LBE established an office in Centurion which is managed by Gerdus.

The Centurion office project portfolio to date includes:

  • Fuel off-loading and storage facilities at Eskom's Gourikwa and Ankerlig facilities
  • Oxygen Train 16 at Sasol, Secunda

Anton commenced his career as a design engineer with Sastech where he gained valuable experience in numerous projects involving concrete and steel structures.

He joined LBE when it was founded in 1995 and has been a director since 2001.

Anton has been responsible for the structural analysis and design of various industrial structures ranging from conveyors and transfer towers to compressor foundations and major equipment housing structures such as the structures needed for Sasol SAS reactors and Polypropylene 2 Plant.

LBE’s IT and CADD systems are maintained, adapted and developed by Anton. Utilizing CADD and Database software, freeware and in-house developed programming, he has set in motion a project where LBE is busy developing and maintaining a GIS system for the Sasol Secunda factory.
